2026 Foreign Market Development Cooperator Program

The Foreign Market Development (FMD) Program, also known as the Cooperator Program, helps create, expand and maintain long-term export markets for U.S. agricultural products. Under the program, FAS partners with U.S. agricultural producers and processors, who are represented by non-profit commodity or trade associations called “cooperators,” to promote U.S. commodities overseas.

      Applicants must be a nonprofit U.S. agricultural trade organization that promotes the exports of one or more U.S. agricultural commodities and does not have a business interest in or receive remuneration from specific sales of agricultural commodities.All applicants must have an active registration in the U.S. Government System for Award Management (www.sam.gov) before the application submission deadline of the announcement. Applicants with inactive, expired, pending, or excluded listings will be deemed ineligible. Exceptions, waivers, or extensions will not be considered.

    • Requirements

      Cooperator Program applications must be submitted to USDA/FAS through the web–based Unified Export Strategy (UES) system.  Applications submitted outside of the UES will not be considered. Applicants needing help or access to the UES should email the UES team at uesadmin@usda.gov for assistance.
