      Eligible Entities

      Applicants must be a city, county, or public utility district in partnership with an affordable housing developer.

      Eligible Activities

      • Extending public water/sewer lines to serve a project
      • Upsizing water/sewer lines for higher-density areas
      • Infill utility upgrades (e.g., larger pumps, pipe upgrades, splitting combined sewer/stormwater systems)
      • Regional stormwater system upgrades for high-density housing
      • Reimbursement of waived system development/connection fees (proportional to amount waived)

      Eligible project costs under the above activities include:

      • Design, architectural, and engineering work
      • Building permits/fees
      • Archeological/historical review
      • Construction labor and materials
      • External construction management (external sources only)
      • Demolition/site prep
      • Capitalized equipment (sewer, water, stormwater)
      • Utility-related landscaping (confirm with program staff)
      • Real property purchases for the utility project + related acquisition costs (appraisals, title work, surveying, legal fees, etc.)

      Note: All costs must directly relate to the project’s scope, and cost-per-household should be reasonable

      Applicants should demonstrate funds can be spent by June 30, 2027. Projects must meet location, affordability, and timing requirements as outlined in the CHIP guidelines. Specifically, projects must be located in jurisdictions imposing specific affordable housing sales/use taxes, within urban growth areas, dedicate at least 25% of units to low-income households, commence construction within 24 months of award, and remain affordable for at least 25 years.
