Climate Planning Grant 2025-2027

The Department of Commerce will reopen the climate planning grant application period to distribute the remaining $7,500,000 of grant funding from its first round of Climate Planning grants. These grants will support communities conducting comprehensive planning for climate change. Eligible activities include climate element development and implementation activities. The application period will open at 10 a.m. on Tuesday, Jan. 6, 2026. Commerce will award grant funding for eligible activities in the order they are received until all available funds have been exhausted.

      Grants are available for counties and cities required to include a Climate Change and Resiliency Element (Climate Element) in their comprehensive plans under RCW 36.70A.095. Jurisdictions may propose the following activities for grant funding:

      Climate Element development (including both sube-lements and the following tasks).
       Climate-related Transportation Element updates.
       Preparation of public outreach materials and conducting public outreach activities.
       Preparation of staff reports; conducting public meetings and hearings.
       Development of a local greenhouse gas (GHG) emissions inventory; Vehicle Miles Traveled Per Capita (VMT) studies; and GHG emissions reduction projections.
       Transportation and VMT studies.
       Preparation of a SEPA application.
       Use of the University of Washington’s Climate Mapping for a Resilient Washington web tool and other resources to explore expected local climate change impacts; audit existing plans and policies to strengthen climate change resilience, assess vulnerability and risk for local assets and develop science-based climate resilience goals and policies for comprehensive plans.

      2. Implementation activities to advance a goal or policy from an adopted Climate Element or climate action plan. Implementation activities must be planning-related and cannot be capital or infrastructure projects. Examples of implementation activities include EV infrastructures plans, municipal building decarbonization plans, urban heat resiliency strategies and native and climate-resilient planting plans.
