Commerce’s Community Reinvestment Program (CRP) is now accepting applications from organizations, lenders and tribes to assist people disproportionally experiencing wealth disparities with buying homes and building generational wealth. Funding will support expanding affordable homeownership opportunities.

      Eligible Entities

      • Federally recognized tribes with projects located within Washington
      • Non-federally recognized tribal organizations’ nonprofit corporations (registered as a 501c3) with projects located in Washington
      • By-and-for organizations. This includes but is not limited to, organizations operated by-and-for the Black, Latino, Native American, Asian, Native Hawaiian, and Pacific Islander communities
      • Organizations who can demonstrate a collaborative on-going partnership with a by-and-for organization
      • Applicants who are licensed or certified lenders
      • Applicants who are working to become licensed or certified lenders
      • Applicants who have two years of lending experience

      Commerce has the following agency goals:

      • 10% participation by Minority Owned Business
      • 6% participation by Women Owned Business
      • 5% participation by Veteran Owned Business
      • 5% participation by Small Businesses

      Eligible Activities

      Eligible activities can include but are not limited to:

      • Land acquisition loan program
      • Capacity building for emerging community-based housing organizations
      • Culturally responsive financial coaching
      • Flexible mortgage products that help buyers become mortgage-ready faster
      • Foreclosure remediation for people who own and live in their home
      • Upgrades to homes that people own and live in that address health and safety needs
      • Loan programs to create accessory dwelling units or detached accessory dwelling units

      Grantee qualifications also include:

      • Licensed to do business in the state of Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected

      • Proposer must attest that they have not been debarred from contracting with the state or federal government in the past five years

      • For proposals that include offering financial products that include loans, the applicant must be a licensed or certified lender, working to become a licensed or certified lender, or have a minimum of two years lending experience
