CRP Post-Conviction Relief Legal Aid Grants

Commerce’s Community Reinvestment Program (CRP) is requesting proposals to expand post-conviction legal services that help people overcome barriers to jobs, housing and education. CRP legal aid grants will support statewide, community-based post-conviction relief and case assistance. Support must focus on civil and criminal legal assistance that removes systemic barriers and expands access to opportunity. Programs should prioritize individuals disproportionately impacted by the criminal legal system.

      Applicants must be “by-and-for” community-based organizations—organizations that are rooted in, led by, and primarily serve the communities they represent. Eligible organizations are culturally based, directed, and substantially controlled by members of the populations they serve, with a mission and track record that demonstrates service to a specific community. This includes, but is not limited to, organizations operated by and for Black, Latino, Native American, Asian, Native Hawaiian, and Pacific Islander communities. These organizations reflect the community’s cultural values and maintain strong, trusted connections that support effective advocacy and community-driven solutions.

      Commerce will accept proposals from single organizations or organizations with a collaborative partner that meet the above minimum qualifications. These coalitions may include by-and-for organizations, legal service organizations, community partners, volunteer attorneys, local government, tribes, law school clinics or other entities.

      Tribes are invited eligible for this grant. Tribes do NOT need a By-and-For Organization Information Form to apply.

      A proposer may only submit one application. Applicants are recommended to select the one geographic region of service area where they plan to provide the strongest post-conviction relief legal aid services in the most time-efficient manner.
