Federal Broadband Grant Funding From the U.S. Treasury Is Available Through the Public Works Board

A minimum of 5.1 million is available from the Coronavirus Capital Project Fund (CPF) through ARPA. Distressed communities or Indian country areas may receive up to 5 million; other applicants up to 2 million. Projects must deliver at least 100 Mbps up and down, exceptions allowed for cost/geography/topography. Projects must be substantially complete and operational with all funds expended by Dec 31, 2026.

      Eligible Activities

      Projects must be designed to serve unserved or underserved households and businesses, defined as those that are not currently served by a wireline connection that reliably delivers at least 100 Mbps download speed and 20 Mbps of upload speed.  Eligible project activities include:

      • Design, architectural, and engineering work.
      • Building permits/fees.
      • Archeological/historical review.
      • Construction labor and materials.
      • Demolition/site preparation.
      • Capitalized equipment.
      • Construction or project management
      • Landscaping; and
      • Salaries and benefit expenses
      • Real property when purchased specifically for the project, and associated costs.

      Eligible projects are expected to provide service meeting or exceeding 100 Mbps upload/download. All financial obligations and substantial completion by Dec 31, 2026. Jurisdictions not planning under the GMA (Growth Management Act) must have adopted a Capital Facilities Plan for all systems they own on or before the application deadline.

      Priority is given to tribal applicants and secondary priority for local governments.
