Eligible Entities
Applications will only be accepted from eligible applicants with state dam safety programs authorized by state legislation. Eligible applicants include:
• States (except Alabama)
• Puerto Rico
Each eligible applicant must designate one State Administrative Agency (SAA) to serve as the applicant for HHPD funding.
Eligible subrecipients may include:
• Local governments
• State agencies
• Tribal nations
• Non-profit organizations
Eligible Activities
The Rehabilitation of High Hazard Potential Dams (HHPD) grant program provides funding to eligible states, territories and non-federal governmental organizations to rehabilitate dams that do not meet minimum dam safety standards and put people and property at risk.
Allowable Project Types:
• Planning activities -Planning activities include investigations and risk assessments that further define the dam risk;
• Design activities -Design activities include work to develop conceptual, preliminary or final design plans and specifications for dam rehabilitation projects that have been planned; or
• Construction activities -Construction activities include repair, rehabilitation and removal of dams.
Unallowable Project Types:
• Rehabilitation of a federal dam;
FEMA will prioritize grant applications that contribute to multistate, regional, or national capabilities, including data centers, nuclear power generation, multi-state agriculture or multi-state water supply, or other such infrastructure or services.
