FY25 Choice Neighborhoods Implementation Grants

The Choice Neighborhoods program focuses on the revitalization of severely distressed public housing. Implementation Grants provide funding to support the redevelopment of the target housing project, supportive services for residents of the target housing project, and physical improvements in the surrounding neighborhood. Only local governments and public housing agencies that previously received a Choice Neighborhoods Planning Grant are eligible to apply for an Implementation Grant under this NOFO.

      Local government and public housing agencies (PHAs) must apply jointly. Either one can be the lead applicant.

      Eligible Activities

      Housing development costs for replacement, affordable, or homeownership units (demolition, construction, acquisition/rehab, legal, and related expenses).
      Supportive services for residents, focused on case management and service coordination to connect households to programs that support income and employment, education, independence for elders/people with disabilities, and removal of barriers (transportation, health, substance use, housing stability, childcare).
      Relocation assistance for displaced families, including tenant-based rental assistance (renewable under Section 8), mobility/relocation counseling over multiple years, reasonable moving costs, and security deposits.
      Critical Community Improvements in the neighborhood (as defined in the NOFO).
      Supportive Services Endowment to help sustain resident services.
      Administrative costs of the applicant that are directly related to carrying out the grant activities.

    • Requirements

      There are three main eligibility requirements for Choice Neighborhoods funding: 1) you must be an eligible applicant entity; 2) your application must target an eligible housing project; and 3) your application must target housing in an eligible neighborhood.

      Eligible Applicant: See Eligible Entities
      Target Housing: Each application must focus on the revitalization of at least one severely distressed public housing project.
      Eligible Neighborhood: Each application must focus on one neighborhood. The neighborhood for this grant must be the same neighborhood as funded by a FY 2023 or earlier Choice Neighborhoods Planning Grant.

      For clarification: only local governments and public housing agencies that previously received a Choice Neighborhoods Planning Grant are eligible to apply for an Implementation Grant.

      Cost-share: 5% of the requested Choice Neighborhoods funding. Additional 1:1 match on Supportive Services spending above 5% of the grant.
