As such, activities must support the implementation of a plan for comprehensive approaches to reentry that reduce recidivism and enhance public safety. Activities should achieve the following objectives:

Objective 1: Identify a target population of people preparing to re-enter society after a period of incarceration or supervision that drives recidivism rates.
Objective 2: Implement a reentry program that addresses identified factors that inhibit successful reentry in collaboration with state or local government agencies, non-profit organizations, or other stakeholders.
Objective 3: Assess the impact of the reentry program by tracking outcomes for those in the target population and identify patterns in the factors driving success or failure.
