FY26 Guidelines for Brownfield Multipurpose Grants

Guidelines for the FY26 Brownfield Multipurpose (MP) Grants, which provide resources to assess, clean up, and redevelop brownfield sites to address environmental contamination and support community revitalization efforts. A Multipurpose Grant is appropriate for communities that have identified, through community engagement efforts, a discrete area (such as a neighborhood, neighboring towns, a district, a corridor, a shared planning area, or a census tract) with one or more brownfield sites.

      Eligible Entities

      – General purpose unit of local government (e.g., county, city, public housing agency, school district, any other agency of a State or local government, etc.)
      – Land Clearance Authority, government entity created be state legislature, Regional Councils, or other forms of quasi-governmental entity
      – States
      – Federally recognized Native American tribal governments
      – Alaska Native Regional Corporation and Alaska Native Village Corporation
      – Nonprofits with 501(c)(3) status
      – Nonprofit colleges and universities

      Eligible Activities

      Multipurpose (MP) Grant applicants should have the capacity to conduct a range of eligible activities, for example:
      – Developing inventories of brownfield sites;
      – Prioritizing sites;
      – Conducting community involvement activities;
      – Conducting environmental site assessments;
      – Developing cleanup plans and reuse plans related to brownfield sites;
      – Conducting cleanup activities on brownfield sites owned by the applicant; and
      – Developing an overall plan for revitalization.

      Multipurpose Grant recipients will be required to, at a minimum, conduct one Phase II environmental site assessment and remediate one site.

      Entities that are applying for an FY26 Multipurpose Grant may not apply for an FY26 Cleanup Grant or an FY26 Assessment Grant.

      Entities with an open award (or pending an award for) a Community-wide Assessment Grant for States and Tribes are not eligible to apply for Multipurpose Grant funding under this funding opportunity.

      Applicants may not submit multiple applications (i.e., submit applications for different projects) under this funding opportunity. EPA considers departments, agencies, or instrumentalities of the same State, Tribal, or city governments to be the same applicant if they are directly supervised or controlled by the same executive (even if they have different unique entity identifier numbers).
