      Applications must include a detailed budget and, if partnering with USGS, a letter of support from the local USGS Water Science Center. Work performance under these awards must be completed within a two-year cycle from the start date. Federal agencies and Federally Funded Research and Development Centers are not eligible. Recipients cannot contract U.S. Government agencies for work and must not be listed on SAM.gov Exclusions.
