Eligible Entities
• U.S. Institutions of Higher Education (IHEs)
• For-profit entities (large and small businesses)
• Nonprofit organizations
• U.S. citizens and permanent residents applying individually (awards can only be made to a legally formed entity)
• Domestic entities organized under U.S. law with majority U.S. ownership/control and a U.S. place of business
• Foreign or partially foreign entities (only if using a qualifying U.S. affiliate or receiving an approved Foreign Entity Waiver)
The following entities are only eligible only as part of a project team and cannot apply as a standalone applicant:
• FFRDCs and DOE National Laboratories
• State, local, and tribal government entities
• Federal agencies and instrumentalities other than DOE
Eligible Activities
The HORNIG program will support research and development projects that deliver commercially deployable Transuranic (TRU) elements—such as plutonium, neptunium, and
americium and TRU fuel technologies for Gen IV nuclear reactors.
The program will fund coordinated, multidisciplinary efforts to deliver transformative advances in fuel performance, manufacturability, cost, and regulatory readiness. HORNIG is structured in two complementary categories. Category A focuses on the innovation and integration of TRU fuel technologies, spanning design, fabrication, testing, modeling, and qualification. Category B supports Category A with cross-cutting tools, ensuring developments made by Category A teams are viable for commercial adoption.
