This Notice of Funding Opportunity (NOFO) is for the Housing-Related Hazards (HRH) Capital Fund Program and the Lead-Based Paint (LBP) Capital Fund Program, referred to jointly as the HRH and LBP Capital Fund Program. The program's purpose is to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, and fire safety. $65 million will be made available for competitive grants to public housing agencies to evaluate and reduce housing-related hazards including lead-based paint in public housing. No less than $25 million of the $65 million will be awarded for carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, and clearance examinations. In the event there are not enough eligible applications to award $25 million in competitive grants to evaluate and reduce lead-based paint hazards, any remaining amounts may be awarded to qualified applicants for evaluating and reducing housing-related hazards. Applicants may choose to apply for HRH or LBP only, or both by submitting one application following specific rules and instructions.

      Eligible Entities

      • Public Housing Agencies (PHAs) and Indian Housing Authorities with the legal authority to develop, own, modernize, and operate a public housing project in accordance with the Act
      • PHAs participating in the Moving to Work Demonstration Program (MTW)
      • Troubled PHAs are eligible if in compliance with Memoranda or Recovery Agreement

      The following entities are not eligible for funding:
      • Tribes and tribally designated housing entities (TDHEs), nonprofit organizations, and resident associations
      • Foreign entities and sole proprietorship organizations

      Eligible Activities

      The $65 million is available to address housing hazards, including lead-based paint. You may focus your application in one or both areas.
      1. General Housing-Related Hazards (HRH): Supports applications that evaluate and reduce housing-related hazards including mold, radon, carbon monoxide, and fire safety hazards in public housing.
      2. Lead-Based Paint (LPB): No less than $25 million of the $65 million is available for applications that propose to evaluate and reduce lead-based paint hazards specifically by carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, clearance examinations, and relocation. In the event there are not enough eligible applications to award $25 million, any remaining amounts may be awarded to eligible applications focused on HRH.

      You may apply for both HRH and LBP funding using a single application (for both HRH and LBP) or separate applications (one for HRH and one for LBP). However, you cannot submit more than one application for HRH or LBP per PHA.

      HRH-Specific Funding Restrictions
      • HRH funding requests are limited to mold, radon, carbon monoxide, and fire safety hazards.
      • HRH funds can only be used for the activities associated with the housing-related hazard(s) identified in this NOFO and the submitted application.
      • Applications for Carbon Monoxide detectors are not eligible.

      LBP-Specific Funding Restrictions
      • LBP funds can only be used for the lead-based paint risk assessments, inspections, abatement, interim controls, clearance examinations and relocation. Other work, including repairs to the substrate, fixing leaks or other renovations to prepare for lead hazard control,  must be funded by other sources.
      • Funds awarded for lead-based paint grant activities may not be expended at IMS/PIC Development(s)/AMP(s) that do not meet the definition of target housing defined under the Residential Lead-Based Paint Hazard Reduction Act of 1992 and this NOFO.
      • Housing units where the lead paint abatement is still ongoing are not eligible for enrollment under this grant program.
