Lead Hazard Reduction Capacity Building Grant Program

The purpose of the Lead Hazard Reduction Capacity Building Grant Program is to assist states, Federally recognized Native American tribes with EPA-authorized lead abatement programs, cities, counties, and other units of local government that have not received a direct HUD lead hazard control grant or have a demonstrated need to rebuild capacity. It targets jurisdictions that lost infrastructure or capacity and assists with developing and expanding comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing. Objectives include building local capacity to determine childhood lead poisoning prevalence, integrating lead-safe work practices, developing procedures for intake and marketing of lead-safe units, hiring qualified staff, promoting collaboration between health and housing departments, developing partnerships/subgrantees, integrating lead hazard control into existing housing programs, targeting resources, and sustaining lead hazard control programs after completion.

      Note: nonprofit organizations, current active direct Lead Hazard grant recipients, individuals, foreign entities, and sole proprietorship organizations are NOT eligible.

      Eligible Activities

      A maximum of 10% of the project budget can go towards Administrative Costs related to planning and executing the project, preparation/submission of HUD reports, and more.

      Awardees must spend at least 65% of grant funds on Lead Direct Costs, defined as activities that support developing the infrastructure necessary to undertake comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing. This can include but is not limited to:

      • Marketing and outreach.
      • Building local Lead Hazard Control partnerships to create sustainability coalitions that will result in a model applicant referral process
      • Educating entities on the benefits of program participation and lead-based paint hazards regulations.
      • Educating entities on applicable provisions of the Fair Housing Act, especially as it pertains to familial status and disability discrimination, and providing training on lead-safe maintenance and renovation practices and management.
      • Training/contractor pool development, such as providing resources to build a pool of eligible licensed contractors for lead-safe housing and lead hazard control.

      Other Allowable Costs that do not count towards the 65% Lead Direct Costs include purchasing of equipment and supplies to support completion of lead inspections; Training Courses Development and Certifications for licensing or certification fees to low-income persons seeking credentials to build capacity for lead hazard-related training; developing appropriate financing mechanisms; and more.
