Request for Proposals: Development of Childcare and Energy Transmission Siting Resources

Commerce is seeking proposals from firms interested in developing technical assistance documents intended to help local governments site childcare facilities and energy transmission infrastructure. Commerce will award one contract not to exceed $280,000. To submit proposals, please email submissions to Paul Johnson, RFP coordinator. Proposals are due at 4 p.m. Tuesday Jan. 6, 2026. Minimum qualifications: Licensed to do business in Washington or submit a commitment to become licensed within 30 days if selected. Minimum 3 years experience in developing land use technical assistance documents. Experience working with or for tribal governments, cities, and towns, documented through the letter of submittal included in the response.
