Everyone needs a safe and affordable place to live, and the Washington Department of Commerce is committed to ensuring fair and equitable access to resources that support housing development. Each year, eligible entities can apply for state funding in order to create sustainable sources of housing. State funds are available to communities, Tribal entities, non-profits, along with housing programs supporting persons with intellectual and developmental disabilities (IDD) under three related pathways administered by the Multifamily Rental Housing program.

      HTF funds can only be used for affordable housing for low-income households (i.e. households earning up to 80% of Area Median Income, AMI). If a project includes other components, such as commercial spaces, nonprofit facilities, or market-rate housing (i.e., not rent-restricted), those components cannot be funded with HTF funds. In general, projects that provide medical or mental health services are identified as facilities and are not eligible for HTF funds.
