Eligible Entities
Entities eligible for this grant are nonprofits that have the proven ability, background, experience and capacity to provide technical assistance or training on a national, regional or state basis.
A nonprofit organization is defined as any corporation, trust, association, cooperative, or other organization that:(1) Is operated primarily for scientific, education, service, charitable, or similar purposes in the public interest.(2) Is not organized primarily for profit.(3) Uses its net proceeds to maintain, improve, and/or expand its operations.
Private businesses, Federal agencies, public bodies, and individuals are ineligible for these grants.
Eligible Activities
The program is designed to help qualified, private nonprofit organizations provide technical assistance and training to:
(i) Identify and evaluate solutions for local problems with getting clean water or managing wastewater safely.
(ii) Prepare funding applications for federal loans or grants to improve water or waste systems — including doing the studies and analysis needed to choose the best project options.
(iii) Improve how existing water and waste systems are run and maintained, including exploring ways to boost revenue, form partnerships, or combine services with neighboring systems to stay financially sustainable.
(iv) Address water contamination issues, such as removing lead or other harmful substances like PFAS (“forever chemicals”) from drinking and surface water supplies.
Eligible areas for training include:
-Rural areas and towns with populations of 10,000 or less — check eligible addresses
-Tribal lands in rural areas
